Units of the Division

Four main units work together as a comprehensive regulatory system supporting more than 200,000 smallholders.

Enforcement Unit

The operational arm of the division, taking Act 582 compliance into the field.

Functions

  • Enforce the Malaysian Palm Oil Board Act 1998 (Act 582) and its subsidiary legislation
  • Coordinate compliance and investigation procedures
  • Formulate and review enforcement procedures
  • Carry out support, prevention and investigation activities

Activities

  • Compliance inspections and investigations
  • Preventive operations and surveillance
  • Support activities for licensing and quality control

Licensing Unit

The gateway for industry participation, registering and licensing every regulated activity.

Functions

  • Implement the policy and procedures for the registration and licensing of palm products
  • Study current issues involving government agencies and the industry to propose suitable licensing policy
  • Register and issue licences covering cultivation, trading, production, transfer, storage, inspection, testing, export, import and milling of palm products

  • New licence applications and renewals
  • Export permit processing
  • Licensing policy review

Prosecution & Drafting Unit

The legal backbone of the division’s regulatory work.

Functions

  • Provide legal advice to the Licensing & Enforcement Division
  • Conduct prosecutions for offences under Act 582 and its subsidiary regulations
  • Review and study Act 582 and its subsidiary legislation
  • Supervise the handling of civil cases by MPOB panel lawyers

  • Prosecution of regulatory offences

Quality Control Unit

The guardian of product quality across the industry’s supply chain.

Functions

  • Support the healthy development of the palm oil industry
  • Enforce the Act and its subsidiary legislation
  • Regulate compliance with quality-control practices and procedures
  • Regulate the quality and quality assurance of palm products

  • Mill quality monitoring
  • Registration of Certified Surveyors and Graders
  • Quality assurance of palm products
